This is a colloquial name for a written notification in which the school tells the parents that their
son/daughter won’t probably complete the school year successfully.
In former times this letter arrived in a blue envelope, today it is no longer blue, but the old name is still common.
This letter gives a warning that the shift is particularly at risk, because the marks are too bad.
Sometimes a bad mark in one subject can be compensated by a good mark in another subject, but this is different on a federal level and different from school type and the student’s age.
The deciding factor for the shift to the next class is the Zeugniskonferenz ( conference for the reports) in which all teachers talk about the child’s performance. In case the marks are too bad and the teachers think it would make sense for the child to repeat the year, he/she stays back a class. This means sitzenbleiben or colloquial do a lap of honour (eine Ehrenrunde drehen).

During this day parents go to school to a teacher’s consultation.
In der Grundschule (primary school) teachers want to talk to all parents, so an invitation is quite normal.
In other schools there often is a reason when teachers want to talk to the parents. Maybe the child’s performance is not good enough or there are problems in the child’s behaviour, e.g. he/she disturbs other children or doesn’t keep the rules.
Then parents and teachers together discuss about how to improve the situation.
